Det fortæller statsminister Mette Frederiksen (S) til Politiken op til Socialdemokratiets sommergruppemøde tirsdag.
Tiltaget er ifølge statsministeren et ekstra lag ovenpå minimumsnormeringerne, som blev indgået i 2019.
